This is the CIA reading-room release: every page carries the stamp “Approved For Release 2003/09/10” and the document number CIA-RDP96-00788R001700210016-5. The memorandum is on Department of the Army letterhead; it reached the public through a CIA release because the CIA held the copy.

Condition

29 pages at 299 dpi. Printed page 25 is absent from this copy and printed pages 17 and 18 are bound in the wrong order — both defects are in the government's own copy, and both are documented and repaired in the annotated edition rather than here.

GREEN — 17 U.S.C. §105 for the memorandum: written by Wayne M. McDonnell, LTC, MI, an Army officer, in the course of official duties, on INSCOM letterhead. Four of the five exhibits (1, 3, 4 and 5, at source pages 4, 15, 18 and 20) are captioned by the document itself as derived from privately published books — Bentov, Stalking the Wild Pendulum, and Purce, The Mystic Spiral. They are included, on the same basis as the printed edition: the government document is reproduced entire, with the document's own attribution captions intact and visible on every exhibit sheet. No page is cropped and no caption is removed; each sheet is served whole. Ruled by the publisher on 2026-09-03 (decision 8C, registry T63) so that the library, the free reader and the printed book say the same thing.
