On Gottlieb's instruction, dated 31 January 1973. The next leaf notes the destruction notices say 30 January.
Helms’s instruction
The Inspector General attributes the Helms order to statements by OTS officers. Those statements belong to the memorandum's Tab A, which is not attached to this released copy. The paragraph separately identifies Gottlieb's instruction as the action by which the records were destroyed.
